I have an albino tiger oscar that has been lethargic, not eating, breathing heavily for the last few days?

He is in a 55 with another oscar what should I do? Salt, Metronidazole, Nitrofurnace? I've done 40% water change, seems to be plenty of filtration, aeration, other oscar is fine.
