If a baby is over tired will they have a hard time falling to sleep?

Oh yes, for some reason it's impossible to get my daughter to lay down without a mive scream fest,if she is really over tired, she just won't give in, She is 11 months old right now and she takes a 30 min nap in the am usually around 9 am and goes down for a 2 maybe 3 hours on some days in the afternoon usually around 1 pm. Her schedule has been the same except her morning nap was one hour when she was 9 months old. Also she usually goes down for bedtime around 8 pm.
