Can my NCO tell me that i cannot drive my POV?

He is above you in rank isn't he? he has given you an instruction hasn't he?.. If you don't listen to him then he will get someone else involved.. And what you're arguing about will go in his favor.. Get the thing fixed and don't come on here looking for ways to go over your NCO's head. If you want to go over his head use your chain of command.
