Wiper relay for 2001 VW golf?

I have a 2001 VW golf gti and lately I've been having a real problem with my wipers..They only work on very fast, the slow and intermittent speeds don't work, and neither does the wipers when you spray the windshield cleaner. We just replaced that whole windshield wiper control switch that is by the steering wheel thinking that was the problem but the problem still persists..The motor works so it can't be that and we tested the fuses..I'm thinking it may be the wiper relay has gone bad, it's either that or something under the wipers themselves..But I can't seem to find the relay box..When I look under the wipers, outside of my car I see a white plastic box hidden under, inside but I don't know if that is it or not. I went online and some said it was under the steering wheel on the right side under the plastic but we just took those all off to replace the switch and didn't see anything like that. Please help!
