How do I get rid of waxy leaves caused by Miners on my citrus trees?

I have identified this problem by speaking to a local gardener. He suggested I use this pesticide for Borers/Miners. Apparently, the insect recently infested citrus trees in L.A. County and thrives on new foliage. I have five young citrus trees that are all infested. The older leaves are fine, but anything new becomes waxy looking within a week even after trimming and treatment. Am I wasting my time treating the trees with pesticide? I have also heard that people have left the damaged leaves because it does not harm the fruit. What should I do?
